The Portal, also known as the Downtown Rail Extension (DTX), is a $7 billion infrastructure project reshaping the heart of San Francisco. Since 2021, Meyers Nave has strategized with the Transbay Joint Powers Authority (TJPA) as lead Construction counsel to develop a long-term, bulletproof legal pathway that will deliver this megaproject by 2035.

Big Vision, Even Bigger Legal Challenges

The Portal, as the name suggests, will integrate 11 different transit systems (and California High Speed Rail) at the existing six-level Salesforce Transit Center with a two-mile underground tunnel. The decade-long procurement, contract, and risk strategy we are executing with TJPA for this project highlights the modern marvels of engineering Meyers Nave regularly delivers across California. Innovative Procurement Strategies and Contracts

Scaled-up traditional contract models don’t work for a multi-billion-dollar rail project. We developed tailored procurement strategies, including progressive design-build and Construction Manager/General Contractor (CMGC) models, to maintain flexibility while controlling cost and schedule.

With multiple contractors handling separate elements (stations, rail systems, utilities) clear risk allocation is as critical as it is complex. To attract the right contractors, we draft key procurement documents, including RFPs and RFQs to set clear project and performance expectations.
